Three gaps that are never visible at the moment they are created

None of the three is hidden. Each one simply escaped the count, because it carries the name of no bill of quantities item. On a remote site each one is then measured in weeks, not in hours. They are given here with the test that finds them, on your own package, today.

Coactivity, the item with no line to sit on

Two contractors on the same footprint in the same week: a crew waits half a day for access to clear. Nobody logs it, because it is not an incident, it is organisation. Added up across a multi package site, those hours were priced by no one, and they return as a claim for standing time or as an extension of time.

The cross cutting item nobody owns

On one infrastructure package reviewed, stormwater management alone carried close to a third of the design effort, sitting under half a line of the brief. The test: excavated material, traffic maintenance, reinstatement of private connections. For each, which package owns it, and who priced it?

The time you never bounded

The contractor holds firm dates backed by liquidated damages. The client holds an implicit date, which is to say none. The test: find, in your last contract, the line that fixes your own approval time. On a nine month programme, bounding it recovered a month.

    What has to be produced, on which packages, within what deadline, and what the file is missing before pricing is possible. Scope and fee fixed before any start.

    Line by line cost study, technical submission, or the quality documents of the assurance engagement. Every quantity traced back to its source.

    Delivery and follow up

    Deliverables come with their assumptions in writing. Revisions are included until approval, within the agreed scope.

Composite bridges in high performance concrete and steel, deep foundations, road diversions and technical platforms, on sites far from logistics bases.

Role held: The complete chain: programming, tender documents, contract award, contract supervision, handover, as built documentation. Coordination between the geotechnical engineer, the inspection body and the contractors.

Outcome: Structures handed over, snag lists cleared, as built files compiled and checked. Operations directed in full autonomy.

Euro amounts are converted at the fixed parity of the Pacific franc, 1 euro to 119.3317 XPF. Certificates and values itemised operation by operation are provided on request.
