The study is produced on a scope and a fee fixed before any start. You keep the pricing strategy, the decision to bid and the signature. It is written by a works director who has built these same structures, on scopes reaching EUR 50.3 m, and who has also sat on the client side reading the bids.

Reading the package consumes the deadline
A complete industrial tender runs to hundreds of pages across the conditions, the specification, the drawings and the bill of quantities. Reading it properly takes days before a single rate has been built up.
The rate library is rewritten every time
Without capitalised build ups, each tender starts from zero. The same bulk excavation, the same geomembrane, the same rock armour are priced again from one file to the next.
The technical submission is written last
It carries heavy marks, yet it ends up written in the final hours, recycling a previous file that does not answer this tender's criteria.
What you receive
The priced bill of quantities
Every item carries its quantity, its build up and its unit rate. Quantities are taken off the official documents and traced back to their source, item by item.
The rate build up sheets
For each rate, the resources retained: labour by trade grade, plant, materials, with the output rates applied. The price can be read back and defended at bid analysis, and reused on the next tender.
The technical submission
Written against the tender criteria, covering methodology, resources allocated, quality organisation and programme, supported by construction sketches.
The assumptions note
What the price rests on and what remains open: on cost rates, supply assumptions, unresolved specification requirements, questions to raise with the client during the tender period.
Packages covered
Bulk earthworks and site platforms, haul roads and access, drainage and water management, containment works and geosynthetics, concrete structures and foundations, culverts and river works, technical buildings and their services. The common thread is heavy civil works on sites where logistics are a cost driver in their own right.
The exclusivity rule
One tender, one contractor. Place Maker never prices the same package for two competing bidders. Exclusivity is recorded in writing when the file opens and holds until submission. The rule protects your bid as much as the integrity of the tender.
Fees
The study is invoiced per file, on a scope and amount fixed before any start. A success fee may be added if the contract is won, which aligns the study's interest with yours.
Terms are set file by file, according to the size of the bill of quantities, the submission deadline and the number of packages. They are written into the proposal before any commitment.

How does remote work actually run?
By file transfer and in writing, with scheduled calls. New Caledonia is UTC+11 with no seasonal change, which puts the working day ahead of Asia Pacific clients and overnight for European ones.
Where do the resource rates come from?
From you. Your past bills of quantities, your labour costs, your supplier enquiries. Where a rate has to be reconstructed, the study says so and names the source, so that you can correct it before submission.
Do you control our bid?
No. The mark up, the pricing strategy and the decision to bid remain yours. The study provides the cost and the technical content, you set the submitted price.
What becomes of the study if we do not bid?
It remains yours, with its build ups. Rate families built on one file serve the next, which reduces the time and cost of later tenders.
How is confidentiality handled?
A confidentiality undertaking is signed when the file opens, and the exclusivity rule is its counterpart. Documents are kept for the duration of the tender and then archived offline.
